    I worked at Arizona Public Service Company full-time (more than 3 years)

    Pros

    The pay was good, the technology wasn't too far behind given the size of the company, fairly flexible hours, provided some training. If you love sharepoint, they have a lot of sharepoint projects.

    Cons

    They cut cubicles in half, so as a developer it is very difficult to get into the zone. This is also a sign of a real lack of trust by the company leadership.

    It's a huge pain to get anything done as a developer. For example, if you want to install SQL Server on your desktop machine to run SQL Profiler and do testing/debugging, you have to file a "deviation request" and go through a lot of conversations and attend weekly security meetings just to do your job effectively.

    Some of the management are really great people, but overall there are more knuckleheads playing political games.

    The company brings in a lot of offshore developers, and then they bring in their friends, and the cycle continues creating a very cliquish environment. It starts to feel like an insider con where the best people aren't being brought it.

    There are very few ground-up projects. You will mostly be customizing vendor solutions.

    Advice to ManagementAdvice

    Leadership need to care about bringing in and retaining IT talent. This means not relying mostly on offshore staffing companies who's vetting process is lackluster. It also means having full size cubicles and treating people like professionals.

    IT needs to figure out how to get all of the developers every tool they need to do development work. You can do this and still provide a secure workstation.

    Get more evaluation feedback from employees prior to purchasing vendor solutions. You will ultimately end up doing a lot of customization work which can be a "square peg, round hole" situation. In some cases it can actually make more sense to build a custom solution - example: use a vendor transactional system, but build your own data warehouse and ETL system for reporting on the transactional data. Yes, it is two projects instead of one but it ends up being a better overall solution that scales.
