    Good investment in staff (training, performance development)

    Recent budget cuts impacting a number of areas

    Advice to Senior ManagementTry and make more of an effort to retain good staff, after all you have invested a lot into their training. Also you know where the areas for improvement are, you just need to act more quickly and get it done!
