If you... want to work in another department, the position often requires way more experience than you could possibly be expected to have in your position, so often promotion is not attainable. Managers can be stiff and micro-manage

Stop micromanaging people who do very well and can obviously handle their workload. You make them feel belittled and unsuccessful at their position when you treat them like they are ignorant.
