I had closed large software deals with the government in my current role, and was asked to describe the process. This was really about establishing credibility.

I discussed how much of my job was both Sales and Business Development, especially since my company does not offer professional services. In order to position my company's solutions, I must court systems integration partners that serve my target accounts, in addition to selling program and agency leadership on the government side.
