This is actually an open-end question. There's no single DNS file on the system. Or, if you like, there's at minimum two files (/etc/resolv.conf & /etc/nsswitch.conf). Also, there's a possibility of nscd affecting the outcome. This is only a client side. Server side is much more complicated. Readm manpages for ISC dhcpd.
