About the team

The National Measurement Institute (NMI) is the Australian Government’s national measurement authority. We play an important role in the Australian economy. NMI does this by leading, maintaining and regulating Australia’s measurement system. We deliver world-class measurement products, advice and client services. NMI also administers the regulatory framework for measurement. Our national measurement standards are internationally recognised. We work to enhance and maintain these standards. The Chemical and Biological Metrology Branch provides measurement standards such as certified reference materials, these include pure chemicals, gas standards, matrix materials and DNA standards. The branch also co-ordinates proficiency testing programs to assist laboratories assess their ongoing quality and performance. The branch houses three of Australia’s national testing laboratories for anti-doping, forensic drugs and ultra-trace analysis. The branch delivers services across all of these fields and carries out research and development to enhance our capabilities in line with national and international requirements.

The Analytical Services Branch (ASB) consists of a team of over 100 staff based in Port Melbourne and North Ryde. We are responsible for conducting chemical and biological measurements for sectors including food, health and environment. We perform a diverse range of tests, including but not limited to:

• Microbiological
• Allergen
• Element
• Nutrient
• Contaminants

Providing analytical solutions and technical expertise to the private sector and government agencies to allow them to meet their business, research and regulatory compliance needs.

LIMS Simplification Project

NMI is embarking upon a project to implement a new Laboratory Information Management System (LIMS). The LIMS Simplification Project is a collaborative project involving stakeholders from across different branches of NMI and the Department. The aims of the project are to:

• Provide a unified foundation for NMI’s chemical and biological laboratories
• Reduce risks related to the maintenance and security of ICT systems
• Improve process efficiency and service delivery
• Improve client satisfaction

The opportunity

As a LIMS Developer, you will contribute towards the LIMS Simplification Project by developing new macros, configuring software, testing, troubleshooting, and producing technical documentation. You will work as part of a team of developers and subject matter experts drawn from across NMI and the Department and liaise with external LIMS consultants where required.

You will also be involved in conducting demonstrations and gathering requirements with key stakeholders.

This position reports to the LIMS Technical Lead.

Our ideal candidate

Our ideal APS6 candidate will have:

• Practical experience working with databases, including the ability to write and interpret intermediate-level SQL queries.
• Demonstrated experience in programming and scripting (e.g. Visual Basic, SQL, JavaScript, HTML) to support system development and enhancement.
• Exposure to DevOps practices and an understanding of how these support continuous integration and delivery (desirable).
• Experience working with computer applications for data manipulation, particularly within laboratory data systems or similar environments.
• Working knowledge of scientific laboratory processes and an understanding of Quality Assurance and Quality Systems principles and practices.
• Ability to contribute to requirements gathering and solution design, including providing sound technical input within defined parameters.
• Strong problem-solving skills, with the ability to support testing activities, troubleshoot issues, and contribute to system improvements.
• Demonstrated ability to work co-operatively and effectively within a team, supporting a positive and inclusive workplace culture.
• Experience working in a fast-paced project environment, managing competing priorities and delivering quality outcomes.
• Well-developed written and verbal communication skills, including the ability to produce clear technical documentation and support user training.

Our ideal EL1 candidate will have:

• Strong experience in database management, including advanced SQL capability and the ability to guide others in best practice data design and optimisation.
• Extensive experience in programming and scripting (e.g. Visual Basic, SQL, JavaScript, HTML), with the ability to lead development activities and establish coding standards.
• Understanding of DevOps practices and the ability to embed these into team workflows to improve delivery outcomes (highly desirable).
• Significant experience working with applications for data manipulation and laboratory information systems, with the ability to translate business needs into scalable technical solutions.
• Strong knowledge of scientific laboratory processes and Quality Assurance and Quality Systems frameworks, and the ability to apply these in system design and process improvement.
• Proven ability to lead and facilitate requirements gathering and solution design workshops, influencing stakeholders and driving consensus on optimal outcomes.
• Demonstrated experience providing strategic advice on business and process improvement, particularly in complex or technical environments.
• Ability to lead, mentor and uplift capability within multidisciplinary teams, including developers and subject matter experts.
• Experience working in complex, fast-paced project environments, including contributing to project planning, prioritisation, and resource forecasting.
• Excellent communication and stakeholder engagement skills, including the ability to translate technical concepts for non-technical audiences and produce high-quality technical and strategic documentation.

• Promote a culture of safety and a safe working environment, ensuring adherence to health and safety protocols.

As the EL1 you will:

• Participate and lead requirements gathering and solution design workshops with stakeholders and external consultants.
• Provide expert advice in business improvement and process improvement strategies.
• Guide and influence the developers’ team for optimal solution design.
• Assist key stakeholders, project managers and lead developer in strategic direction of the LIMS implementation project.
• Work with project managers and lead developer for project planning and resource forecasting.
• Lead and mentor developers and Subject Matter Experts from Laboratories in implementing LIMS software.
• Work with the NMI development team and LIMS vendor to configure new LIMS system within NMI.
• Code new functionality as part of the new LIMS development.

Eligibility

Tertiary qualifications in Science or Computer Science.

Demonstrated experience in the use of computer-based data management systems

To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance, and successful candidates will be required to obtain and maintain a clearance at this level.

Notes

Experience working in a scientific analytical laboratory or experience with commercial LIMS systems will be looked on favourably.

Demonstrated high level of commitment, self-motivation and initiative, ability to work effectively in a team environment and to exercise sound judgement in a competitive and changing environment. Good organisational skills and ability to prioritise workflows.

Candidates will be assessed at the APS6 or EL1 level based on their skills, experience, and demonstrated capability.
