Most definitely technologically behind. Most graphs and reports were done by hand and they didn’t really want to change that.
Pretty high employee turnover. Many quit by about 6 months for a better payed position elsewhere.
Also most definitely underpaid. Working for the county would easily make you $5/hr more at starting salary (first 3 months) and probably $8/hr more afterwards. I know a few people that have been working there for years and their hourly wage hasn’t changed at all.
