I applied online. I interviewed at California Regional Water Quality Control Board (San Diego, CA)
Interview
The interview panel consisted of 3 individuals from the office. Typically its the supervisor you'd be working under, their hiring manager (i.e. their administrative officer), and another staff member. Interview was about 30 minutes, and the 3 of them rotated in asking one question. Remember to slow down and not speed-run the questions, which is what I ended up doing. I think as long as you meet the qualifications (i.e. have a Bachelor's degree in a similar field) and they like you, you'll get an offer.

I applied through university. The process took 2 weeks. I interviewed at California Regional Water Quality Control Board (South Lake Tahoe, CA) in Sept 2011
Interview
You could have a panel of up to 6 people when trying to move out of the Scientific Aide position. Apply, maybe wait about a month or so and then you might get a call. The process has changed since the original person in charge of the Aides retired.
