Charter One Hotels interview questions

I applied online for a Front Office Manager position. About a week and a half later I got an Email asking me to fill out some paperwork and confirm a phone interview. I filled out the paperwork and confirmed the phone interview. The interview was great. She asked me about my experience. Why I would be a great fit? Why they should hire me? At the end of our conversation she told me that I would be a perfect match for the position and the Hotel and that she will transfer my resume, paperwork and her notes to the Operations Manager who will get in touch with me for a second phone interview. After the interview I send her a "thank you" Email, saying how great it was talking to her, that I appreciate she took the time talking to me and that I'm really excited and interested in the position. It's been 4 weeks, I still haven't heard anything back yet. I emailed them 3 times to follow up. In my last email I told her that I don't want to bother her or keep sending follow up emails if the position is already been filled or if they are no longer interested in me, but I would really appreciate an answer. Still not one single response! I know that the hotel business is busy and stressful but I was a Rooms Division Manager and Front Office Manager myself before, and I had to hire people. I always took the time to email applicants that we decided to hire someone else. At least be professional and don't act like this big great company that hires the best of the best and then ignore applicants.
