Second round: 45 mins around, interviewer won't look at you eye to eye because they are busy writing down your answers

Standard panel interview. 3 people on the panel, 2 from the budget unit, one from the operating division. There's minimal eye contact due to panel writing points from your responses, but this is standard operating procedure for City interviews. It was roughly 45 mins with 6 questions.

Please describe a specific situation in which you had to deal with an issue of non-compliance that impacted both internal policy and ethics. What was the situation/issue, what was your approach and what was the outcome?
Please provide an example of your involvement in a challenging team based task with minimal supervision. What was the task, what issues did you face, what was your approach and what were the results? What would you do differently.
