TLDR: ghosts candidates and a bad manager
I had a phone screen and then an interview with the hiring manager.
The interview with the hiring manager revealed that he hasn't really thought through the expectations for this role. Supposedly, there was a tool that was vital for success in the role but they never tested my ability to use this tool well. Not through a technical assignment or any interview questions. The manager also asked various "would you rather" questions. Some folks are good managers but bad at hiring, but all in all, I did not get the impression that he would be a competent manager.
During my interview with the hiring manager, he also strongly implied that I would be moved to the next round and given an interview within a specific timeframe. That timeframe has long passed. I followed up once but didn't hear back.
The pay was good for the position. The very bottom of their range was $65K. I couldn't say what the top was.
