The process was pretty straightforward at first. I had a brief conversation with HR, followed by a slightly more in depth conversation at a later date, followed by an interview with the hiring manager.

Interview
The process was moving along quickly. I applied online, was contacted by the recruiter by email for a phone screen. Completed the phone screen, was given a data test, then was scheduled for a call with a senior team member. That call went well and was told then they wanted to bring me in for a meeting. Next comes the recruiter finally willing to share the budgeted salary range for the role. In her email she worded things in a manner that implied that value was not important to the company. I'm sure they're looking for the cheapest person possible rather than the right person for the work and move they're attempting. I replied to the email with an openness to continuing in the process with the consideration that value and needs would be further assessed regarding compensation. I never heard back.
