HEI Civil interview questions

Interview with two people, neither prepared. They did not seem to know the interview was scheduled. One showed up late and was working on his laptop the whole time. Both were distracted by an upcoming presentation. Interview was for a high level position but only scheduled for half an hour. I would have declined an offer based on the sheer lack of professionalism.
