I had a 14-minute phone call with the hiring manager. He seemed disinterested and eager to get the call over with. He started to interrupt me when I was answering the "Tell me about yourself" prompt. He was overall quite rude. Lastly. they told me they would give me a call by a certain date IF there were next steps (he put a heavy emphasis on the if), and if I didn't hear from them, to assume they went in another direction. I believe it is not only polite but professional to notify a candidate regardless.
