Intelligaia Technologies Javascript Developer interview questions

Awful experience!! They kept me waiting for more than half an hour. Interviewer did not had questions to ask and was speaking in Hindi (not to be ashamed of but English is expected from a professional company) He asked me to do an assignment and provided me with a blank notepad and asks me to make a web page with a set of requirements and after I'm done he asks me to make modifications to do it in other ways. Does recruitment seriously happens that way?
