Without any question, I can't even be sure there is not a bias in the recruitment process. I understand there might be many candidates, but in three weeks a recruiter can put more effort than sending to everyone the same message by just changing the first name. Someone who sacrificed a lot to study and work abroad needs a little more than some "appreciation for the interest". Maybe I could also send my landlord some appreciation instead of my rent? At least give him an explanation in order to improve the next applications. Furthermore, if you gave feedback, you would ensure one has not been rejected only because his last name is not Andersson or Björklund.
With this careless attitude, there is no telling how many potentially great candidates you arbitrarily discarded.
