Newgen Software Project Engineer interview questions

I went there for interview in newgen after the schedule interview bye the HR , 1 round written,2 round technical bye the manager, 3 round written, 4 round HR for salary negotiable and my accepted salary was 5.5 and she has done 4.5 lakh and I have given the go ahead and he got selected to me for 4.5 lakh package, and after that, HR said ok, please share your all documents, and I have shared within a day and he said that, process will take 2 days for offer generating, finally he is taken 8 days , drop the mail to me , HR said in mail, We have budget problems , so we'll not process your profile. What is this yar , I was thinking , if you have 4.5 lakh package problems , thanks got I have not join your company, if will join your company, what will happen in my career. But really guys this is very poor or bad company , please don't go for interview and for join also. If you will join this company , you will destroy your career.
