Persistent Systems C++ Developer interview questions

First Round was technical interview, Next round was managerial round and then hr round. After hr round no response from HR. After calling multiple times and writing mails, finally HR told we are unable to match expected salary but before scheduling the interview for same expected salary HR's reply was it is in our budget. If they know budget range upfront then why to waste time and effort in interviewing.
