1st round: phone interview, 5-6 interviewers take turns to ask questions, lasted about 50min;
2nd round: in-person interview, first a test on some technical skills and then an 1-hour interview with a panel

I did a lot of background research such as reading the newspaper on what specific issues the borough care about. In the interview I was asked about the the course work, interest, skills. I presented my academic paper that is relevant to the career. I also chatted with the recruiter in a friendly manner.
