TOPS Infosolutions interview questions

Instead of interview process, I would like to describe how did the conversation went between me and HR before interview. I expressed my interest and shared my resume and said that he will get back.I saw that he was continously reposting the hiring post. He never got back and when I asked repeatedly he was like the tech team rejected your resume. I had applied to way better than this company but resume never got rejected. If they were hiring so actively, they would have atleast gave me a chance for 1st interview or atleast HR should have called.
