I got email from the recruiter who scheduled phone interview with me, and then I had the onsite interviews and a few phone interviews. They did the background check and reference check, and the recruiter had the pre-offer meeting with me to discuss the package before the offer letter was sent to me. This was so far the best interview experience I had. In the past, I never had the pre-offer meeting. This shows the respect to the job candidate.
