The California Department of Housing and Community Development (HCD) strives to create safe and affordable housing for residents across the state. HCD is part of the Business, Transportation and Housing Agency (BTH), which has 13 departments. The agency's Housing Policy Development division develops policy and laws for state housing development. The Division of Financial Assistance provides more than 20 programs offering loans and grants, primarily to housing agencies, housing developers, and service providers for housing projects. Its Codes and Standards Division enforces laws and regulation involving the sale, lease, construction, and maintenance of residential buildings.
