Reluctance to grow, innovate or improve overall efficiency by improving communication and coordination amongst departments. New ideas or ways of doing things are mostly dismissed without consideration in favor of keeping things the way they have been. Majority of positions are dead end, higher than average rate of turnover and they often have trouble adequately staffing.

Horrible problem with micro-managing and interdepartmental trust and communication. So much attention is paid & invested in one department while all of the other departments are neglected and expected to keep up with the favored department.
