Raises are calculated off a merit based system which consists of the employee submitting a chart detailing why they deserve a raise, then the manager cherry picks some of that info to be sent to HR. HR then claims to review and read every employees chart and makes a decision on granting a raise between 1 and 3 percent. If you were promoted during the year, expect to not be compensated for the extra work you did because raises are completed first quarter for all employees.
