Outright favoritism, bias, and corruption among leadership caused a short boost then colossal downturn. In time the leadership was taken over by a former wedding planner with no bioscience leadership experience. I'm hoping the brilliant minds who helped create some of the science early on are thriving somewhere and helping humanity.
