IRs and NTEs are thrown around frequently because a lot of team members don't want to handle misunderstandings in a more civil manner nor do they want to confront each other. Also, the need to baby the top management or regulate their emotions. This is the culture set by the top management which trickles down to management and to rank and files and newly hired.
The workload was also a bit of a concern. Some employees work beyond their job description and beyond working hours just to fill the missing positions.
