Utilization numbers, at the end of the day that is all that matters to the management, this might not be a huge issue if there was a reasonable approach to it. The problem however, is that so much is counted against your utilization number, forcing employees to over report their hours to avoid having a low utilization number, thereby messing up the remaining budget for jobs and screwing over other employees. Taking your PTO is counted against your utilization number, working on proposals to secure more work is counted against your utilization number, actually doing the work on a project after someone in another department completely used up any budget is counted against your utilization number.
The company's response to Covid-19 was also problematic, holding off on allowing employees the option to work from home far past the majority of other companies in the area, despite the office being located very close to the epicenter of the pandemic in the state. As WFH was left to the discretion of the department head, some departments were brought back into the office in irresponsibly short amounts of time, with some employees effectively not even being given the choice to work from home at all. WFH was previously not allowed, and is currently heavily discouraged despite the fact that almost all employees could preform their responsibilities without setting foot in the office with no issues.
This leads into the problems with Boswell's management, at least one department head is known to loudly and openly use slurs in regular conversation, and to my knowledge nothing has ever been done about it. Department heads angrily screaming at employees loudly enough for the whole office to hear is a regular occurrence.
