      + Awful organisational ability. + Incredibly political. + Wage disparity between highest strategic roles and those doing work. + Abysmal technological systems. + Many big egos not commensurate with ability. + Bit of a graveyard for skill and/or development. + Procedures pretty much all a waste of time.
