Some , not all; managers were very prone to forming cliques. It was not always easy to communicate with them and trust that when you did it would remain confidential. I don’t believe that everything was always truthfully told when you requested something be relayed to the CEO. Overwhelming amount of work added by some managers. Unclear what was expected at times and what was or was not was not allowed.
