Legal team has near unilateral power, lawyers use that power poorly. Some lawyers consistently tried to influence tech projects without legitimate tech expertise. Others approached any outward-facing work skittishly—led to organization being late on many pressing issues or entirely absent, a ridiculous failure to accept when some issues, mainly legislation, have real deadlines in Congress.
Bad managers peppered throughout with few systems in place to address their negative impact on the org. Projects routinely die right before the finish line. Self-terminating feedback is allowed too often (sometimes a project will die because "It's not EFF-y enough").
