There are a number of people who want to do a good job

The IT organization leadership is not engaged and lacks the experience needed to get the organization to where it needs to be. Many of the "leaders" are in the phone it in mode. They hire people that they know will not challenge or threaten their position. This leads to stagnation and no forward thinking. I'm aware of a number of instances where individuals who could come in and make an immediate impact where not hired for open positions. These were individuals who had worked at AARP as contractors and had knowledge of all areas. It seems that their earlier interactions with individuals counted against them and did not lead to an interview.
