Stuck in 1967 - Assistant Director ASEAN Secretariat Employee Review

Pros

Prople are cordial. Not much else.

Cons

Where do I start? 1. HR system is literally 1967. There is still finger print clock in clock out system that does not measure performance, productivity, or output of staff. Performance reviews lack 360 feedback, so very much upward biased. No sincere concern for staff well being. Last salary increase benefitted the higher levels staff the most, relative to lower level staff. Compensation and salary is lower than other international organizations and even private sector. 2. Personnel management is highly political. If DSG doesn't like a staff, he can force her/him to resign early, while a toxic staff can be retained as long as s/he "delivers" to the bosses, despite very high turnover rate. 3. Lack of strategic thinking by the leadership. No internal discussions on strategic issues facing ASEAN, like geopolitical great power competition. Or even financing reform for ASEC.
