I don't think it's fair to assume the top guy is the bully but from my perspective he hasn't done anything to curtail this behaviour. I think bullying comes from top and middle management specifically men in key positions. The good ole boy’s system exists in this company and it consists of tyrants who created a blind following of "YES" individuals whose primary purpose is self preservation. As I see it, these tyrants favour those they can control and reward submissive behaviour that feeds their hunger for more power, control and ego. Facts that could benefit the company but don't fit their paradigm are ignored including ideas that can expose their incompetence. Anybody who stands up to these bullies is either rooted out or humiliated through isolation,-a textbook form of punishment that force people to fall into line. Reports of random outbursts, insults and swearing by these tyrants are laughed off by HR but allegations of similar wrongdoing against a low level minion often results in immediate "serious talk" or disciplinary action. Whilst these tactics have produced short term results, the company is now experiencing already predicted long term results... very high staff turnover, disengagement, falling productivity, and morale issues. This rapid deterioration is not only felt by staff, it can also be seen in the quality of products produced by the site. My experience working for one of these dictators is like stepping off a ledge hoping there are cushions at the bottom. His response to any sort of criticism is attack and clean up crews are always needed whenever he is involved. Sooner or later there won't be enough rug to cover this guy's mess. Mayhem, confusion, waste, and fire fighting are the dictator's trademarks which makes this place literally, a ticking time bomb.
