Just as many others have said, the technical staff that keep the lights on are still a lot of good people, many have departed.
Cons
As others have said, this is a top heavy organization with far to many layers of inept management. Don't be fooled by the non profit status, current management pushed away from the goal of solving complex problems for the good our country to squeezing clients for every dime they can. I've never witnessed so many overrun or failed programs except for this newly managed "CEO Wadsworth" era. Internally, the goal of management is to do whatever it takes to achieve the incentive based bonus, even at the cost of the company as a whole. The live for the day mentality leaves much in disarray as many staff are pushed to there limits due to the lack of qualified staff remaining to complete tasks.
