Pros

Fellows associated with the programs are insightful and generous with their time

Cons

Inexperienced leadership does not know how to manage or treat people well. Leaders' behavior resulted in a toxic workplace for most employees. The level and quality of analysis just is not on par with what it once was. I would not recommend the organization to a job seeker interested in the European policy space.

Pros

CEPA is affiliated with a number of highly knowledgeable experts and fellows who produce substantive, policy-relevant work. There are opportunities to engage with interesting topics and external stakeholders, and junior staff can gain exposure to high-level discussions and events. Colleagues at the staff level are generally capable and committed, often going above and beyond to deliver despite internal challenges. While there are talented experts and fellows affiliated with CEPA who produce substantive work, those outcomes tend to occur despite the organization’s internal dynamics, not because of them. The internal environment makes it difficult to translate expertise into consistent, high-quality output.

Cons

CEPA suffers from deep, glaring structural and leadership issues that significantly undermine its credibility and effectiveness. Within Washington policy circles, CEPA is not regarded as a serious or influential institution, and its reputation reflects that reality. At the leadership level, there is a consistent lack of strategic direction, accountability, and professional management. Priorities shift frequently and without clear rationale, creating an environment where staff are unable to execute effectively or sustain meaningful progress. Senior leadership behavior is embarrassing. Always counterproductive marked by poor communication, reactive decision-making, and very public criticism of staff without any constructive guidance. Day-to-day operations are characterized by instability and low morale. Staff are frequently subjected to shifting expectations, last-minute changes, and a lack of clear feedback. Meetings are often disorganized or disrupted, and leadership engagement is inconsistent, when they choose to show up. The workplace culture falls short of any basic professional standards, which further detracts from productivity and organizational cohesion. One leader at the organization brought her chihuahua to the office and it would often jump on tables during meetings. In short, the combination of weak, feckless leadership, unclear priorities, and an inconsistent professional environment makes CEPA a challenging and, in many cases, counterproductive organization to work with or rely on.
