The company is going through a big period of change at the moment, triggered by the take over from Blackstone, there's plenty of new tech being introduced which makes it interesting, so long as you're in the right team to take advantage of it.

Deciding on joining engineering depends on what type of worker you are, if you are one that joins a company and leaves after 3-4 years then this is the company for you, for the past year this is the company that Civica has strived to become; constant churn meaning new ideas and ways of thinking. What you'll find though is that all the people that have been at Civica for many years (pre Blackstone is was common for engineers to stay 8+ years), have gone, either made redundant or forced out. You will join teams full of new ideas but no product or domain knowledge, add to that the yearly redundancy cycles, and the aggressive appraisals that may result in pips, make it a very unstable place to be.
