The people in the trenches both in admin and the stations are the heart of this district.

Way top heavy. They've been so busy annexing and taking over cities that they never stopped to figure out how all that was going to trickle down into the trenches. Too fixated on DEI policies and making sure they look diverse instead of hiring the right people for the right jobs.
