Can't say for sure - because it was above my paygrade - but I had the strong impression the whole project hadn't been very planned out past the position of my immediate supervisor. While that meant a good measure of freedom because one had the chance to actually work without much interference, it also meant going in blind on several issues without knowing the intensions or feedback of higher positions. Which at times meant having to scrap or pivot on entire completed sections if somebody with the power to interject happened to read, and decided they didn't like, something that had been submitted for approval weeks before and had been ignored up until then (while of course the rest of the work couldn't wait).
