You're a contractor = 2nd class citizen as compared to GS's. Every contract is awarded to lowest bidder so money is tight. Most employees take advantage of opportinty by getting experience and a security clearance and then looking to move on to higher paying jobs elsewhere. It's the nature of the biz.
