Pros
Very flexible as no one cares about work discipline and good order - absolutely no enforcement effort. Timeline can be shifted so no real work pressure. Work objectives seems to be to appear busy working while fault-find and finger-point without real accountability. No clear prescribed processes, things mostly go by "HOD approval".
Cons
Frustrating for ground to middle level as most things gets delegated from the already top-heavy management. No clear structure and reporting lines. Staff:Manager ratio = easily 3-5:1 where everybody ends up being your "boss" having an "interest" in your work. Often these 5 managers ask the SAME questions and these 5 persons do not seem to communicate with, though sitting beside, one another.
