Hirarchical & diversity is non existant - Coordinator ILO Employee Review

Specialist grades (senior positions) is dominated by whites. They have limited understanding of local contexts, yet given authority over programming in countries. Internationals prey on coordinators (nationals) knowldge and effort-the latter is at the bottom of the hirarchy and used as means to end (i.e.internationals career progression). So much nepotism that it is shameful. Best assigbments are given based in who you know rather than your competence.
