government culture can sometimes be a problem. staff is not keen on working. limited scope for growth. I have seen people work in the same profile for a very long time. employee has no say in his job profile. once recruited you can be told to do anything. hopeless appraisal system. the current promotion policy is awful. as far as I understand your performance at work has no bearing whatsoever on your likelihood of being promoted. your engineering degree takes a back seat in this company and virtually everything is done by contractors. Very little incentive to work hard
