Pros
Not very structured, so opportunities to do a variety of tasks, though some people get overloaded while others over-delegate.
Cons
No merit pay, only raises are when entire city gets an increase, usually $1/hr increase, unless you are the CEO. Employees complain to each other about management but fear of retaliation keeps everyone from speaking up.
