You’re working for a hospital that obviously cares more about their bottom line than its employees. Seems to be a trend in healthcare. New manager isn't familiar with running a big department which results in poor communication, understaffing, forgetting to follow through. Seems overwhelmed with the administrative part so he doesn’t spend very much time with the staff in order to better understand the flow of our department.
