There's such high turnover that if you don't like a coworker, you or they will probably be gone before it becomes an issue. Getting to help the public.

Almost all of it. Lack of accountability, transparency, benefits. Management is comprised of truly inept people who care minimally at best for those that work for them. This company does illegal things on numerous levels. They will arbitrarily change your pay or tax information, ask you inappropriate questions, make non-PC jokes and comments. This is a place you apply to if you are desperate for a job because they'll take anyone. I know because I used to be on the hiring panel and was told say yes to them all because they have an employee minimum to fill for TriMet to stay in compliance with their contract. But turnover is so high because the place is awful, they'll take anyone.
