Centralization of resources in Quebec creates issues with Toronto management and ability to drive positive change. Extremely negative attitudes from Montreal - all levels of employees - on Toronto sales team, and Toronto advertising market - agencies and clients. In addition, fundamental lack of understanding of Toronto advertising marketplace, and advertising and media in general. Incredible Quebec arrogance that translates into an inability to generate positive success outside of Montreal.
