You can't go above your department manager's head because the director of the sector will just throw it back to your boss. He's hands off which can be good but it make him out of touch as in this case. There is a constant battle between departments. I hadn't had a review in over a year nor had our manager visited our office yet they took the word of others from a different sector because he was saving his own job. He wanted to point the finger at others. The politics continues to be an issue.
