Headcount had been a key issue multiple times and invaluable talent has had to move on due to limited title-evolution opportunities. If i had to speculate, the mid-to-high levels of the hierarchy in this part of the org have become crowded to the point that institutional knowedge is stagnating and leaving with the devs and POs that grow out of the opportunities available
