Management. Day shift has to work more mandatory overtime, are held to higher standards but also make less than the other shifts. Management wonders why there is low morale and a high turn over rate but they shouldn't. Also, they only promote "yes men" who have no understanding of the jobs they manage. Sierra is horribly mismanaged.
