COO leads by bragging about past successes with Sara Lee. He leads by patronizing and condescending. Ever since his start, operations has been a nightmare. Leadership's goals are to squeeze out as much money from the reps as humanly possible. They clothe their cutbacks with garnered speeches of "positive developments".
